Local Marine Asset Pilot Scheme Officer (Ref: ORK04660)

35 hours per week
Temporary for a period of up to one year with potential for a further two year extension
£29,857 – £32,850 (including Distant Islands Allowance)

Orkney Islands Council (OIC) has recently entered into an agreement with Crown Estate Scotland (CES) to deliver the Orkney Islands Local Marine Asset Management and Local Governance Pilot Scheme.

The Pilot Scheme will see the organisations working more closely together in managing leases and tenancies of the seabed and parts of the foreshore surrounding Orkney for various sectors and will be delivered over a period of three years. The Council is now seeking to appoint an officer for an initial period of 12 months to lead the establishment of the necessary working arrangements. There exists an option for the Partners to extend the pilot scheme and the appointment to cover an additional two-year operational phase.

The successful applicant will ensure that the pilot project is delivered in accordance with the Implementation Agreement between CES and OIC and will develop and maintain effective communication with Pilot Scheme lease applicants, Crown Estate Scotland, other Council Services, members of the public and with statutory and other consultees. You should possess a degree in planning, marine planning, marine or land resource management/development/or a relevant discipline.

You should have a sound knowledge of the coastal and marine economic sectors in Orkney and an understanding of the issues affecting the sustainable management of the coastal and marine environment in a local context. You should also have a good knowledge of relevant coastal and marine management/governance legislation, processes and practice. Knowledge or experience of property rights in Scotland would also be desirable.
